ENGINEER LTD completed the technical design of a separating and composting installation for the RWMS of the Petrich region

The preparation of the investment project achieves national, regional and municipal targets for reducing the amount of landfilled municipal waste by providing additional capacity for separate collection and recycling by composting green and / or biodegradable waste. The construction and commissioning of the installation and the provision of separate collection of green and / or biodegradable municipal waste, as well as an installation for pre-treatment of municipal waste generated in the municipality of Petrich, will contribute to the achievement of Specific objective 1 of priority axis 2 OPE Waste 2014-2020 – “Reducing the amount of landfilled municipal waste”.

Following the pre-investment survey, the newly designed facilities are located on a common site with a common entrance, a common water meter, a common substation, a scales, etc. With the technical design thus prepared, the individual parts can be seen in all the common inter-site roads, water supply, sewage and electrical systems, which serve all sites located on the common site. No changes to existing landfill communications are envisaged.

The design parameters of the pre-treatment, separation and composting plant are given in the pre-investment study and preliminary design prepared, part of the documentation of the project “Design and construction of a composting plant for separately collected green waste and of a pre-treatment plant for municipal waste, construction of on-site infrastructure and delivery of facilities to installations. ” Stepping on the prepared estimates for the quantities of municipal waste and the detailed mass balance made in phases of feasibility study (FS) and conceptual project, the initial sizing parameters for the composting and separation plants were determined.

The site is intended for the collection and treatment of municipal waste generated on the territory of Petrich municipality.

The estimated amount of waste to be processed, according to the detailed morphological analysis of the FS phase, is equal to 10 841 tonnes / year. The daily load of the system is 29.70 t / day.

The estimated quantity for composting, according to the detailed morphological analysis of the FS phase, is 4150 t / year. The approved FS accepts 250 working days a year. The system is calculated for an annual amount of composting waste equal to 4366 tonnes / year and a peak monthly load for November. The daily load of the system is 19.21 t / year.

With regard to the composting installation – the technical project prepared creates conditions for environmentally sound treatment of green and biodegradable waste generated in the territory of the municipality of Petrich in accordance with the regulatory requirements for this type of activity, by supplementing the municipal waste management system with construction of a composting plant. The specific purpose is to organize separate collection and subsequent treatment of green and / or biodegradable municipal waste from maintenance of public areas, parks and gardens, green areas to commercial sites, industrial and administrative buildings, as well as from households within the territory of the municipality.

With regard to the municipal waste pre-treatment plant – the technical project prepared achieves the national, regional and municipal targets for reducing the amount of municipal waste disposed of by providing additional capacity for pre-treatment of municipal waste generated on the territory of the municipality of Petrich.

The implementation of the measures under the procedure will help to achieve the national targets set in the Bulgarian legislation and in the National Waste Management Plan for increasing the share of recycled waste by the end of 2020 to at least 50% of the generated municipal waste. The fulfillment of the obligation of Bulgaria as an EU Member State under Art. 6 of Directive 1999/31 / EC on the landfill of waste, for the adoption of measures, only landfill which has already been treated should be disposed of.
